Symbol table editing scheme: fix filename and add edit action rather than create

Description
We're moving to having a fixed .default.sym symbol table associated with each project.
At the moment the table editor is invoked for any file with .sym extension. Instead we should just associate it with one file, and treat it like .project, .prefs, etc are treated elsewhere.
This is a minor UI-simplification rather than big change of underlying behaviour.
